Local and Community Development Programme (LCDP)
Galway Rural Development is pleased to announce the introduction of the Local and
Community Development Programme. The programme which integrates the former Local
Development Social Inclusion Programme (LDSIP) and the Community Development Programme
(CDP) is managed by Pobal on behalf of the Department of Community, Equality and Gaeltacht
Affairs. It forms part of the National Development Plan 2007-2013.
Aims
The Local and Community Development Programme aims to tackle poverty and social exclusion through partnership and constructive engagement between Government and people in the most disadvantaged communities.
Target Groups/Areas
The programme prioritises marginalised people and groups within the most disadvantaged communities, which means that it targets those furthest from access to education, training and employment, and those at highest risk of social exclusion. The programme will continue to work with the target groups/areas and issues as prioritised under the previous programmes based on an identification and demonstration of analysis of local need.
Programme Goals
There are four key programme goals of the new programme. Companies must frame their annual goal plans for 2010-2013 within the context of these four goals.
1. Promote awareness, knowledge and uptake of a wide range of statutory, voluntary and community services.
2. Increase access to formal and informal educational, recreational and cultural development activities and resources.
3. Increase the work readiness of people to enter the labour market.
4. Promote engagement with policy, practice and decision making processes on matters affecting local communities .
Currently, Galway Rural Development is formulating its development priorities under each of the programme goals and it is intended that these development priorities will fully complement our range other development programmes including the Rural Development Programme 2007-2013 (LEADER), the Rural Social Scheme, Rural Transport Scheme and Homestart as well as other community initiatives such as the Community Services Programme and the Millennium Partnership. The programme will also complement and support a range of other supports delivered from agencies such as Pobal, FAS, HSE, VEC and the Department of Social Protection amongst others.
Under the LEADER Programme, the Rural Resource Officer provides information advice and support to farm families on alternative on or off farm employment/enterprise options, training courses to develop abilities and skills to increase employment options.
